After the possible confirmation of G. I. Joe 3 release in 2016, producer Lorenzo di Bonaventura states that the film will begin shooting in early 2015.
Speaking to Collider, the producer said:
“G.I. Joe 3 we are trying to get going, starting early next year…I think it’ll be a little later than [January]. I think February or March is probably more realistic. We were originally shooting for January and I think it’s slid a little bit, but you never know. It’s still a little too early to tell yet.”The producer confirmed that they don’t yet have a director, but the search has just begun in earnest:
“We’re just starting [to talk to directors]. We’re negotiating with a writer right now, and once we close that deal—which should be any moment—then we’ll have a story locked down. I’m really excited about it.”Read the rest of the article at Collider.

I think Snake Eyes and Storm Shadow (and their respective actors) are pretty safe bet for returning.
At least progress is moving forward, I'll reserve any judgement until I know more.

Balonie. 'Simple' is just not coming up with hairbrained relationships that try to tie characters togehter. Duke and Cobra Commander needn't be old warbuddies, and Baroness needn't be CC's sister. Rpicord doesn't need to be Scarlett's love interest because it's his job as the token sidekick.
Simple is also not introducing elements of whatever action movie lit up the box office last summer, visa-vis the accelerator suits and Iron Man.
The complexity need is the act of not just throwing big names in roles in order to lure viewers, and then ignore all else like plot and character development, etc.
the trouble is that the franchise has been painted into a corner at this point. I'll assume that whatever the third film is about has Roadblock rebuilding the unit which I think is an odd road for a trillogy to go. I personally don't have much hope for it.
