Seen here is Scarlett from one of the G.I. Joe Resolute comic packs that was set to debut this year. This version of Scarlett, is reminiscent of Quarrel from Action Force.

I saw this earlier today & yes I want it. LOL!!
In any event I still do not think that this is the basis for "Arctic Scarlett" as the illustration's we have seen from the currently canned Resolute Comic clearly showed her construct to have the original 25th Lady Jaye's legs. That being said, the illustration also was not "Quarrel" colored (although it did feature some green), ultimately I think this figure is meant for something else, either as an exclusive (SDCC?) or some other pack, but I do not think this is the base model for "Arctic Scarlett."
Bottom line. I want this figure.

Seeing stuff like this erks me off! I've wanted a Quarrel ever since I passed one up at Wizard World seven years ago (I was too cheap to pay $30!!!). Of all the endless repaints I've endured over the course of the modern era the one I've truly been waiting on was Quarrel. And how does Hasbro repay my patience? By squashing it's release due to that damned movie line!!!!! Suck A NUT HASBRO!!!!!
Oh yeah, If it turns out to be a SDCC exclusive I'll be equally pissed. I'd be willing to bet this figure is a Joe Con exclusive. Rumor has it's going to be Action Force this year. Maybe Brian has a surprise up his sleeve and will reveal them to be 25th anniversary stylings!
